1) Education- learning experiences are provided to foster the intellectual development of the child.

2) Health- dental, medical, mental health and nutritional services are provided for the child.

3) Parent Involvement- planning and operation of the various components are facilitated with parent involvement.

4) Social Services- families are referred to local service agencies to meet the needs of the children not covered by the program.
